CALTRANS 2006 BUCKHORN PROJECT DESCRIPTION Purpose & Need for the Project:
Improve Route 299 safety, operation and capacity concerns associated with the Buckhorn Grade and its extremely curvilinear alignment... Accidents are occurring at a rate 50% higher than the expected average for this type of roadway. The route is the backbone for the east west movement of goods and recreational travel in the North State. The large STAA class trucks and larger permits loads are not allowed on SR 299 between Redding and the deepwater port of Humboldt Bay due to Buckhorn’s alignment and narrow cross section. The project is identified in Shasta, Trinity, and Humboldt Regional Transportation Plans as a high priority project.

Shasta/Trinity 299 Buckhorn $ 146,000,000
North State – completes "Buckhorn" to allow STAA trucks to travel direct from I-5 at Redding to US 101 near Eureka and into the Port of Humboldt, now prohibited due to the existing curvilinear alignment that causes truck off tracking. This is the only viable alternative to get STAA trucks into the north coast. STAA trucks cannot access the Port on US 101 north due to environmental restrictions at Richardson's Grove that pre-empt major improvements to the route. Project has significant North State benefits for economic development including at the Port of Humboldt, overriding safety benefits, in addition to reliability and productivity benefits.

"NCRA has adopted a policy of reopening the entire Northwestern Pacific Railroad Line from Lombard to Arcata/Samoa. Reopening the entire line is currently estimated to cost between $151 million and $500 million depending on the volume of traffic and the level and timing of repair."
