The final SMART EIR issued in June 2006 reduced the freight frequency to 6 trains per week, or 1 southbound and 1 northbound train 3 days per week, based on information NCRA provided in May 2006. The SMART EIR also states that the freight trains will be 12 cars in length. We explained to SMART staff that NCRA's May 06 estimates were based on very limited information, since we did not have an operator or an operations plan at the time the estimates were provided.

The NCRA EIR for Operations on RRD estimates 1
round trip per day to outhaul 1000 to 1300 tons of garbage for 6 days (60 cars) (Petaluma —Lombard), 1 round trip per day merchandise train (25 cars) (Willits – Lombard) as well as "cumulative impacts" of 2 roundtrips from the Canyon and 1 roundtrip from Willits, all carrying rock 7 days per week.

WE CALCULATED THE TOTAL FOR THE MARCH 2005 NCRA ESTIMATES TO BE 391 RAILCARS PER CALENDAR DAY
HOWEVER, SINCE RAILCARS MUST BE RETURNED TO RELOAD, THE DAILY TRAFFIC ESTIMATE IS REALLY 782 RAILCARS.
WHEN ASKED ABOUT PROJECTED TRAIN LENGTH, THE NCRA HAS EXPRESSED MANY NUMBERS RANGING FROM A LOW OF 15 CARS TO A HIGH OF 60 RAILCARS PER TRAIN

Sonoma County Garbage Haul: In the “Assessment of Long-Term Solid Waste Management Alternatives for Sonoma County”7 prepared January 2006, the consultant concludes, “Considering that the costs for rail transport vs. highway vehicle transport are fairly comparable (within 7 to 8%) with the added benefits discussed above, WBR [waste by rail haul] should definitely be considered as a longterm out-haul option.” The report estimates that Sonoma County would ship 12 railcars a day

South-End Traditional Clients

Historically, the NWP has provided service to several companies: lumber mills, granaries, wood products, building products, and produce. In the Parsons rinkerhoff Economic Feasibility Report for NCRA (PBreport), the low forecast shows 43 shippers in the South-End, the largest include Mead Clark Lumber in Santa Rosa with 700 cars per year, Piedmont Lumber in Calpella with 555 cars per year, and Standard Structures in Windsor with 550 cars per year. The total number of railcars projected in the low forecast scenario for the South-End was 4,051 cars. Using an average revenue per rail car of $500, a conservative forecast would generate $2,025,000 annually. Recent operator projections for these same raditional clients indicate 7,000 cars per year after the first year of operation...

One estimate has
suggested that if the railroad is reopened and the port container handling facilities are upgraded, up to 1,000 containers per day double-stacked could be moved to and from the Port of Humboldt Bay to the national rail system.
